This is a very good list of questions to ask your potential hiree.

W3C Markup Validation Service
Use this to check various web pages to be sure they conform to W3C standards for HTML/XHTML/XML.

Free Software
Mozilla Firefox
Truly a gift to anyone who browses the Internet. It has a tendency to follow the W3C guidelines for HTML and CSS interpretation a little closer than it's counterpart, Microsoft's Internet Explorer.
FileZilla FTP Client
This is the FTP program I use for my general file upload/download to my servers. It's user-friendly and efficient.
Notepad++
A wonderful open-source text editor with syntax highlighting and auto-completion.
Notetab Light Text Editor
